GRANT TWIGG: GOOD REJECTS THE FINDINGS AND THE RECOMMENDATIONS OF INVESTIGATION

Note to Editors: This speech was delivered during the Ordinary Council Meeting of the City of Cape Town, item C51: Alleged breach of the code of conduct for councillors and alleged financial offence of Alderman Grant Twigg

The GOOD Party hereby submits that we do not support this item, we do not support the findings of the report neither do we support the recommendations of the item.

We challenge the findings of the report on the following basis:
Firstly there are two reports which previously served before this council which directly implicate the Mayco member Alderman Grant Twigg.

We further wish to place on record that we were contacted by a whistleblower this week, after the report was finalized, and are in possession of evidence from the whistleblower, which shows that Alderman Twigg was the initiator and Mastermind behind project Siyenzela.

The evidence in our possession also indicates that the MMC of Finance and The City Manager had knowledge of this, in our evidence, phrases such as “we are blocked by the CM” and our “hands are tied” along with code names like Banana are prevalent, the evidence paints a picture that certain persons and ex-employees are being protected for the testimony against the former Executive Director (ED) of Urban Waste Management, Luzuko Mdunyelwa.

What the above shows that the investigating officer’s report does not include key evidence, and that not all relevant persons were interviewed by the investigating officer.

It must also be stated that the testimony of the former ED is crucial in determining the Mayco Members role in this, and without it, one simply cannot come to an accurate conclusion.

We do however agree that the matter must go to court and the money be recovered from the ED, perhaps during court proceedings the ED will be more willing to set out his version of events.
