GOOD Party Councillor Marius van Stade has today submitted a formal Notice of Question to the Municipal Manager, in terms of Rule 35.1 of the Standing Rules and Orders of Stellenbosch Municipal Council, seeking clarity on the implementation of Council’s decision regarding the demolition and replacement of the Idas Valley Rugby Clubhouse.
At its meeting on 29 July 2026, Council resolved to demolish the existing rugby clubhouse at the Ida’s Valley Sport Facility after it was confirmed that the building no longer complies with the National Building Regulations and Building Standards Act, 1977, and is unsafe for public use.
The Council agenda further states that budget has been requested for the construction of a new rugby clubhouse in “two financial year cycles”. However, the agenda provides no certainty as to when construction will actually commence.
The Notice of Question seeks clarity on what is meant by “two financial year cycles” and requests confirmation of when construction will begin. It also aims to ensure that the community receives clear timelines and that unnecessary delays in the delivery of the replacement facility are avoided.
Councillor Marius van Stade said that good governance is built on transparency, accountability and keeping communities informed. The people of Idas Valley deserve more than vague timelines and uncertainty. They deserve clear answers on when construction will begin, how the project will be funded, and whether an insurance claim for the damaged clubhouse was paid to the Municipality. If so, the community is entitled to know whether those funds have been ring-fenced for the construction of the new rugby clubhouse.
GOOD Stellenbosch believes that residents should not be left in the dark following an important Council decision. Public confidence is strengthened when municipalities communicate openly, account for public funds and provide realistic implementation timeframes.
The rugby clubhouse is more than just a building; it is a vital community asset that supports youth development, sport and social cohesion. GOOD Stellenbosch will continue to exercise its oversight responsibility to ensure that Council resolutions are implemented efficiently, responsibly and in the best interests of the Idas Valley community.
While GOOD Stellenbosch supports the demolition of an unsafe building in the interest of public safety, the community deserves a clear implementation plan, firm timelines and full accountability for the construction of the replacement rugby clubhouse.
