The GOOD Party in Drakenstein Municipality has lodged a formal complaint and called for an investigation into DA ward councillor Brenda van Willingh, following allegations of corruption and unethical conduct.

The complaint, submitted under Schedule 7 of the Municipal Structures Act (Act 117 of 1998), requests that the Drakenstein Council invoke Section 16(1)(b) of the Councillors’ Code of Conduct to form a special committee to investigate allegations involving the misappropriation of funds and food intended for a soup kitchen in Councillor van Willingh’s ward.

According to the complaint, Councillor van Willingh allegedly appointed two community members to operate the soup kitchen. However, when it came time to pay their stipends, the funds were reportedly deposited into the accounts of the councillor’s two daughters. The original personnel were then dismissed and replaced by her daughters.

Additionally, it is alleged that food intended for the soup kitchen was delivered to Councillor van Willingh’s residence for personal use.

The complaint also raises concerns about the role of the Speaker of Council, Alderman Koos Le Roux, who reportedly received information about these allegations but failed to act, despite his obligation to do so impartially.

GOOD believes this inaction could reflect an abuse of privilege to shield DA interests within the municipality.

If the allegations are substantiated, Councillor van Willingh could face disciplinary action, potentially leading to a by-election—a prospect the DA may seek to avoid ahead of the 2026 Local Government Elections, as it could alter the balance of power in the Drakenstein Council.

If the Speaker had prior knowledge of this alleged misconduct and chose not to act, he may also be complicit in shielding corruption and misconduct within Drakenstein Municipality.
