GOOD’s Mayoral Candidate for the Joburg Metro

Lloyd Phillips is ready to return to the hornet’s nest of the Johannesburg City Council, this time without instructions to pull any punches. His message to good people, regardless of who they may have voted for in the past, is that it’s time to fight the GOOD fight.


In his first 100 days of office, he will prioritise:

Spatial justice
This will see the roll-out of title deeds ready for distribution. There are title deeds that are ready for distribution and there is no reason why they haven’t been given to their rightful owners.

Municipal-owned land will be audited so that public land can be used for public good.


Environmental Justice
We will deal with grime in the City at large, starting in the Inner City to ensure that the City attracts investors, tourist and ensure a place of dignity for all residents.

Sustainability is important to ensure that we protect our environment for future generations, to this end, a GOOD-led government will review electricity prices in an effort to make electricity more affordable, parallel to exploring renewable energy options while introducing 6kiloletres of free water, as well as 150 kWh of free electricity.


Economic Justice
We will prioritise dealing with youth unemployment by utilizing local co-ops to augment services, to create employment for the youth. This initiative will cover the missing middle, as this age bracket will shift from being job seekers to creators of work for youth at ward level.

We will ensure that Municipal Owned Entities expand their internship programmes to further boost skills development and youth employment through EPWP.

To bolster this, we will work on public-private partnerships to re-purpose all city-owned abandoned, derelict and hijacked buildings.

We will introduce a Zero-based Participatory Budget Process, launching the “Your money, your say” budget education and awareness program.

Social Justice
Starting with housing the homeless. The City has many people without shelter – it is important that the homeless not be criminalized but assisted through social interventions like drug-treatment. We will ensure resources for drug-awareness programmes, as well as interventions that will create awareness on Gender-based violence and femicide, issues of race, and the protection of LGBTQI communities. We will also ensure the enforcement of by-laws across the City.

Lloyd Phillips has unfinished business in the City of Johannesburg. He was doing sterling work as the City’s Mayco Member for Economic Development when he was inexplicably recalled by his then-party, last year, after intervening in looting related to Covid-19.


Phillips is GOOD people. We urge the residents of Joburg to #VoteForGood – lend us your vote for five years, and if we don’t deliver, you can vote us out.
