GOOD Statement by Peter de Villiers
GOOD Member of the Western Cape Provincial Parliament
2 November 2023
GOOD is disappointed that Western Cape Premier Alan Winde continues to defend the appointment of dodgy officials and contractors while blaming the slow pace of criminal prosecutions.
The latest appointment saw a state capture-tainted official, Marissa Moore, coming in as a senior appointee in his administration because she has not been found guilty yet. This is exactly how he motivated the Provincial Government having granted state capture “kingpin” Roy Moodley’s Royal Security a R282 million tender.
Last month GOOD submitted a question to the MEC for Mobility, Ricardo Mackenzie, about the appointment of Moore as Head of the Department for Mobility. It was one of four questions sent to various MECs, as well as the Premier. Although these questions have remained officially unanswered, they mysteriously came up in subsequent press statements with a convenient spin to soften the blow.
As seems to have become the norm in the DA-led Provincial Legislature, the party appears to withhold vital information from the rest of the members, until they are forced to address an issue faced with the threat of media headlines.
Over the weekend, the Premier quickly revealed that Moore had been implicated by the Zondo Commission as a PRASA board member who was involved in the controversial Swifambo contract. The board is facing charges of corruption and fraud, yet the Premier defends the appointment of Moore, as innocent until proven guilty.
The slow pace of prosecutions of those implicated in state capture is of serious concern.
However, it’s ridiculous that a DA-led government that claims to own good, clean governance is willing to get into bed with anyone linked to state capture or serious allegations of fraud or corruption.
Serious questions around integrity need to be asked when a party sees no problem with the appointment of officials with the stench of corruption hanging over them, while seemingly abusing the process of the Provincial Parliament in a bid to avoid scrutiny of these decisions.
